Abstract
In his interview with JPoX, Graf Lambsdorff identifies multiple levers for improvement for the German case. According to him, the role of the Bundestag should be strengthened compared to the executive branch.
One step into that direction would be to raise the staff of MPs. With more scientific support and research associates at hand, MPs could play a more powerful role in the political system.

Another topic Lambsdorff addresses is the way political parties recruit their personnel. The quality of politicians working inside the system could easily be increased by raising the age of eligibility and by introducing a requirement for politicians to have work experience outside politics, thus crowding out apparatchiks. Furthermore, Lambsdorff proposes the institutionalisation of a constitutional reflection group. Scientifically grounded and set up either with the Federal President or the President of the German Bundestag, such a reflection group could provide for inbuilt self-reflection.

For the EU case, Lambsdorff proposes to alter the Council into a second chamber of the Parliament. With regard to the European elections, he suggests the introduction of two lists, one for European candidates and one for national candidates. Finally, Lambsdorff underscores the important role the media play in that game. He still observes that newspapers consider their correspondents in Brussels as foreign, not as national correspondents. But politics in Brussels is an integral part of national politics. This is why the media should treat their Brussels correspondents as extension of their capital bureau.
