 | In Article 20(2) the German constitution says: „All public power derives from the people. It expresses itself via elections and referendums.“ Despite the existence of party-centred elections, even in the 60th year of German's Federal Republic the people still have no right to conduct referendums for taking direct influence on the state affairs. The constitutional promise is still unfulfilled.

among its members. The solutions are then presented as petitions for referenda and put to the
vote on the Internet.
